It would be best to use the tornado outbreak fromat from WikiProject Severe Weather for the article. I have worked on tornado outbreak pages before, so I will convert into the proper format. I also suggest that the article be moved to October 1998 Central Texas floods, awaiting your approval. It will need some work, but it could be an FA or GA if there is enough information out there. The Texas Department of Public health also usually releases their own reports on high-fatality events. I also noticed the NWS released a Service Assessment on the event, those are extremely useful for articles, just see Central Texas tornado outbreak, I page which I cleaned up using mainly references from its assessment.
