Homebrew in tabletop role-playing games predates video game...
homebrew is distinguished from house rules in that it typically retains the rules of the base game (source). Some homebrew campaigns may contain house rules, but it is not a necessary condition. Similarly, there may be campaigns with house rules that are not home brew.
