Dykhne Yevhenii

Dykhne Yevhenii (born October 12, 1963 in Chernivtsi) is the president of Ukraine International Airlines, appointed on September 18, 2019.

Career edit

From 2017 to 2019, Yevhenii Dykhne held the post of First Deputy General Director of Boryspil International Airport State Enterprise (SE IA “Boryspil”). Effective from 2014 to 2017 he met his engagement as General Director of Boryspil International Airport.

Under the leadership of Yevhenii Dykhne the state-owned enterprise ended 2015 year with record profits and doubled the budget contributions amount. In addition, it fulfilled all credit obligations on time, brought the situation to a real state of affairs, and provided an understanding between the airport and the base airline – noted the Ministry of Infrastructure of Ukraine, as the competent authority of the Boryspil International Airport. These facts became important achievements of the aviation industry of Ukraine in 2015, which was noted in the "Report on the implementation of the Government's program of activities in 2015". As a result, Boryspil International Airport completed new record growth in passenger traffic, profitability and state budget allocations under the leadership of Yevhenii Dykhne in 2016. He took the 2nd place in the rating "TOP-100. The best managers of Ukraine" in 2016.

He received his second degree in "Transportation and Management of Air Transport" at the National Aviation University (Kyiv) and defended a diploma on "Optimization of airport capacity." He received his first education in "Carriage Building and Management" at the Dnipro National University of Railway Transport in 1988.

In 2017, he was appointed First Deputy General Director of Boryspil International Airport.

Since September, 2014 - General Director of the airport. According to the results of the first year of work under the leadership of Yevhenii Dykhne, Boryspil Airport has achieved significant positive results. Exactly it has become profitable, doubled the amount of contributions to the budget, and began to repay loans from previous years. For the first time in three years, a significant increase in passenger traffic was ensured, new air carriers began to be attracted to the airport and due to the growth of labor productivity, and the salaries of airport employees were raised.

From 2013 to 2014, he worked as the director of passenger transportation of the State Administration of Railway Transport of Ukraine ("Ukrzaliznytsia"), where he took an active part in the reform of "Ukrzaliznytsia", was engaged in enterprise strategy and management of passenger economy.

Under his leadership, as the director of the state enterprise "Department for Capital Construction of National Academy of Medical Sciences of Ukraine" in the conditions of chronic delay of financing from the state budget construction works were performed on dozens of objects of the National Academy of Medical Sciences of Ukraine.

From 2009 to 2013, as Deputy Head of the Main Passenger Department of “Ukrzaliznytsia”, he implemented several important projects: implementation of a high-speed traffic program, modernization of rolling stock (500 modern carriages and 14 electric trains), preparation of railway infrastructure for Euro 2012, creation of an electronic sales system of tickets and increase comfort level at Ukrainian railway stations.

Effective from November 2008 to March 2009 he worked as Deputy Director of the State Enterprise "Settlement Center of the Ministry of Transport and Communications of Ukraine".

From 2007 to 2008, working at Lviv Airlines as Deputy General Director, and later as General Director. He achieved a significant reduction in the debt of the state-owned enterprise, maintained a preferential staff and introduced new flights.

Until 2007, he worked in several companies in private business.

Ukraine International Airlines edit

In December 2019, he was considered as one of the 100 most influential Ukrainians in the rating of Focus. At the end of 2019, together with the top management team, UIA initiated the optimization of the airline's route network in order to reduce excess costs and bring the company to break-even point in 2020 with further stable development.

In particular, unprofitable flights to Almaty, Beijing and Bangkok were canceled on the basis of unjustified flight costs due to the need to fly over the territories of the Russian Federation. In the period from 2014 to 2019, due to unequal business conditions (overflight of the territory of the Russian Federation on the eastern arm of the network, which was carried out exclusively by UIA among the competitors on the route), the airline lost about $ 216 million. UIA in early 2020 attracted an unscheduled revenue of $ 11 million, because of measures to revise the flight program.

During the full lockdown of scheduled flights in Ukraine and abroad in the spring of 2020, Yevhenii Dykhne, as UIA President, together with the management team implemented an anti-crisis program to restructure costs, optimize staff and minimize airline costs. It has reduced UIA's mandatory monthly operating costs by almost three times, while firing about 1,000 people. Yevhenii called the reduction of people the greatest loss of intellectual potential of the company and the state as a whole, because they are highly qualified workers with relevant experience.

Since the partial resumption of the airline's scheduled flights in June 2020, the company's work will focus on flexible and short-term flight network planning, taking into account frequent situational changes in the rules of entry of foreign countries during 2020.

The company managed to survive the crisis in the absence of any support from the state solely through management decisions: redistribution of financial pressure on expenditures, staff reductions, the transfer of a significant part of the team to remote work and more. These strategic steps have provided UIA with the opportunity to compete in the aviation market despite losses of about $ 60 million caused by the 2020 pandemic crisis.

Boryspil International Airport edit

In May 2017, he took the 2nd place in the rating "TOP-100. The best managers of Ukraine" from the publication of Delo.UA.

In 2017, he was appointed First Deputy General Director of Boryspil International Airport State Enterprise.

Effective from 2014 to 2015, as acting Director General of Boryspil International Airport, carried out effective work to correct the mistakes of the previous management of the airport and brought the airport out of a long-term crisis.

It was evidenced by the results of an audit according to international standards on the results of Boryspil Airport in 2013-2015. The relevant audit opinion was signed by BDO (Binder Dijker Otte & Co – BDO), a member of the Big 5 audit companies.

According to the results of 2015 year, the state-owned enterprise became profitable for the first time in three years, receiving more than UAH 700 million in profit. The profit of Boryspil Airport in 2015 amounted to UAH 540.2 million, while in 2014 a loss of UAH 513.3 million was recorded, and in 2013 there was a loss of UAH 77.4 million.

This result was achieved thanks to a number of effective management decisions. At the end of 2014, Dykhne’s team analyzed the condition of the airport, and concluded that in 2010-2014 the airport developed extensively with an emphasis on gigantism and inappropriate spending. The policy of the previous management complicated relations with the basic carriers of Boryspil airport, which created obstacles on the way to transforming the airport into an international transit hub.

At the beginning of 2015, the state-owned enterprise received UAH 467 million in profit and demonstrated an increase in passenger traffic. According to the results of activities in 2015 year, the total growth of passenger traffic amounted to both international - 6.7 million (+ 5.6%) and domestic - 578 thousand (+ 5.5%) directions. Due to the implementation of a set of measures to develop the transit potential of the airport, and coordinated work with the base carrier in 2015, Boryspil Airport increased the number of transit passengers by 69% to 774,739 people.

In total, 68,734 flights were operated from Ukraine's main airport (Boryspil International Airport) during the year: 61,605 international flights and 7,129 domestic flights. The total amount of processed cargo was 25,036 tons (-0.7%), mail - 5,062 tons (+ 2.4%).

The outflow of airlines was stopped from the airport. Many of them increased the frequency of flights from Boryspil Airport. Optimization of airlines' operational activities and implementation of a set of measures to improve the airport's activities allowed airlines in 2015 to reduce time for service and increase the aircraft load ratio by 6.5% to 79.5%.

Another key area of his team's work was improving the quality of airport services.

In a few months, Boryspil International Airport completed the reconstruction of the domestic flights zone in Terminal D, and transferred domestic and international flights to its roof.

Numerous restaurants, new children's play areas, rooms for passengers with children, mobile charging points were opened at the airport, new services were introduced - from online check-in to expedited formalities, buses and taxis were streamlined. For the first time, the airport began to make a profit from these services.

Ukrzaliznytsia edit

In 2013-2014, as Director of Passenger Transportation of the State Administration of Railway Transport of Ukraine, he took an active part in reforming the national carrier. Under his leadership, effective work was carried out to modernize the rolling stock of railway transport with the active involvement of domestic manufacturers.

During his work as Deputy Head of the Main Passenger Department of Ukrzaliznytsia in 2009-2013, he implemented a number of steps to increase comfort at Ukrainian railway stations, initiated the implementation of a high-speed traffic program. He modernized the railway's rolling stock, thanks to which Ukrzaliznytsia received about 500 modern carries and 14 electric trains. The system of electronic ticket sales was also introduced and the railway infrastructure was prepared for Euro - 2012.

"Department for Capital Construction of the National Academy of Medical Sciences of Ukraine" edit

He managed to organize the implementation of the planned construction works at dozens of facilities of the National Academy of Medical Sciences of Ukraine in the conditions of a chronic delay of financing from the state budget during 2013.

Lviv Airlines edit

Effective from 2007 to 2008, he developed a strategy to bring the company out of the crisis, restored airworthiness, maintained the pilot staff, introduced new flights and achieved a significant reduction in debt.

Social activities edit

Effective from October, 2016 until October 2019 - Chairman of the Aviation Committee of the Ukrainian Chamber of Commerce and Industry (UCCI). The Aviation Committee unites representatives of the aviation industry and as of 2018 has 24 members of the committee. The main purpose of the committee is to generalize and systematize the problems of the industry, to improve the regulatory policy in the field of civil aviation through the examination of regulatory acts and direct dialogue with government officials.

Based on the results of the Aviation Committee in 2017, a number of issues and regulations governing the aviation industry were discussed and amendments to the relevant documents were proposed. It is a draft amendments to Order № 337 on airport service rates for aircraft maintenance and passengers at the State Enterprise "Boryspil International Airport". Also, draft amendments to Order № 433 of the rates of airport fees for servicing aircraft and passengers at airports of Ukraine. Draft Aviation Rules of Ukraine "Procedure for granting and revoking the rights to operate airlines" and the Project Strategies for the development of air transport and airports in Ukraine.

Also in 2017, the Aviation Committee held three expert tables to discuss and resolve important issues in the aviation industry, namely: Round table to discuss with experts the draft Aviation Rules of Ukraine "Procedure for granting and revoking the rights to operate airlines"; Round table and expert discussion on "State aid to airports and airlines. European experience"; Round table on the topic of the round table on "Aviation Strategy: Towards the reconstruction of airport infrastructure and increase passenger traffic" and expert discussion of the draft Strategy for the development of air transport and airports of Ukraine developed with the participation of experts.

In March 2017, as the chairman of the Aviation Committee, he was elected a member of the Public Council at the State Aviation Service to represent the interests of members of the committee and the aviation industry from the Chamber of Commerce and Industry of Ukraine.

In December 2017, he joined the activities of the Aviation Transport Committee under the Expert Council under the Ministry of Infrastructure of Ukraine, as the Chairman of the Aviation Committee of the Chamber of Commerce and Industry of Ukraine.

In 2018, the Aviation Committee at the Chamber of Commerce and Industry discussed the following issues and legal documents: Draft Order of the Ministry of Infrastructure of Ukraine "On approval of the Procedure for establishing airport fees for servicing aircraft and passengers at airports of Ukraine". Also Draft Resolution of the Cabinet of Ministers of Ukraine "On Amendments to the Regulation on the State Specialized Fund for Financing National Expenditures on Aviation Activities and Ukraine's Participation in International Aviation Organizations". And Draft Order of the State Aviation Service of Ukraine "On Approval of Aviation Rules" ”And the Resolution of the Cabinet of Ministers of 06.09.17 № 676 “On approval of the Procedure and rules for the implementation of compulsory aviation insurance of civil aviation”.
