New nav template layout for Society Hill edit

I am looking for feedback about the utility of this template (Template:Society Hill, Philadelphia). I attempted to edit its layout to better organize this template according to Society Hill Civic Association quadrants, but I resorted to just starting from scratch here: Template:Society Hill. Any thoughts about various approaches would be helpful before I just go ahead and replace a template. As far as I can tell, there are no other similar templates for other neighborhoods (just cities).
