DC changes edit

In {{DisestcatUSstate/core}} is [[Category:Disestablishments in {{{state}}}{{#ifeq:{{{state}}}|Washington, D.C.|,}} by year]] which allowed for the fact that DC wasn't followed by a comma. Following a CfD it now behaves like a normal state, which is confusing a bunch of uses of this template which are now ending up in Category:Disestablishments in Washington, D.C.Washington, D.C. by year rather than Category:Disestablishments in Washington, D.C., by year.
