Thank you DBigXray for your review but the thing you mentioned about few hours delay, I nominated it within few hours of moving it to mainspace from my user space. I am very new to Wikipedia so can you please tell me if this or any of my article that I work on in my sandbox would not be considered "new" if I move it to mainspace after a week? Oops, my bad, I failed to notice the page move edit. I have struck off my comment. The article once moved to the mainspace is considered to be created. Yes, your article developed in sandbox would be considered new. You are free to use draft space or userspace to develop the article. IMHO, Draft space is better than userspace because, other editors could also help in improving the article there. Draftspace abandoned without any edit for six months may be deleted. Normally other editors dont edit another editor's sandbox. Regarding your request for copy edit, I can do it myself but I would insist that you read wP:CLOP and then give copy editing a try as a part of the learning experience. ping me here once you are done. Though I have read the said WP:CLOP, as you asked me to, but I don't understand where in the article there is any hint of paraphrasing. I have written the whole article in my own words and if you suggest having "National Symposium on Excellence in Training organised by the Department of Personnel and Training" as it's written in the source amounts to paraphrasing then I disagree with this Wikipedia guideline/policy (if there's any such) as only word that matches is "organised" and rest cannot and should not be tried to rewrite in any other words.
