Long enough. New enough. Neutral tone. Citations throughout. No copyright violations. QPQ done. I made a few minor copy-edits. (I had to look up what a substantive minister was.) The main hook is fine; backed by several sources in the article. I suggest tweaking it a bit: replace "has plans to start..." with "has vowed to start..." Other than that, it's gtg.
