How does his 1900 execution affect Lou's presence in the 1899 Hague Peace Conference? edit

The article states that"[t]he execution of Xu during the Boxer Rebellion paved the way for Lou's service as the Qing delegate at the first and second Peace Conferences in The Hague (1899 and 1907)..."
