Yes it reads like a promotional piece, there are lots of fine words they don't seem to tell you anything, e.g. Wynn obtained patents in the U.S., Canada, and Great Britain for a "Photographic Process for Producing Line Image". You'd never guess it but what this actually means is that Bullock discovered a method for precisely controlling solarisation. One use for this was image enhancement, e.g. to help doctors interpret X-rays. I've learned an awful lot about photography from reading interviews that Bullock gave and things he wrote, but almost nothing of that comes across in this article which feels like it was written by a PR person who doesn't understand photography.
