The LMR was not introduced in 1964. It was built for the same 1957 CONARC solicitation that led to the development of the AR-15. The design of the LMR is based on David M. Williams' personal carbine design that was completed two months after the M1 carbine had already been adopted. The original .224E1 Winchester cartridge had a cartidge case closer in size to the .222 Remington; however, it was quickly found that it could not meet the CONARC requirement. The .224E2 Winchester cartridge case was close to .222 Remington Special simply because CONARC had requested ammunition interchangeability to simplify the comparison between the LMR and AR-15. However, the overall length of the .224E2 Winchester cartridge was limited by the short overall length of the original .224E1 cartridge. As a result, the .224E2 could be used in the AR-15, but the .222 Remington Special was too long to fit in the magazines of the LMR.
