Notability, and sources for expansion
editInclusion in the Dictionary of National Biography is generally accepted as qualifying for notability, I believe.
Bennett gets quite a bit more info at here at Choral Public Domain Library, and a couple of his works are in Google books: this and that. I reckon he deserves an article, not least to clarify that he is not the same person as the better-known William Bennett, (English composer and pianist, 1816-1875) with whom he might be confused.
