The article is detailed on laws, regulations and institutions, but it could benefit from more information on what are the key issues in water resources management in Uruguay: Is it pollution, is it flooding? Or something else? Water scarcity apparently is not an issue. It may also be useful to mention what the total consumptive water use is in absolute terms, and as a share of available resources. A section on cooperation with neighboring countries on transboundary rivers may also be useful. The recent major conflict with Argentina over a pulp factory on the Rio de la Plata is not even mentioned.

The article also says that the World Bank supported several projects related to water resources management, but the two projects mentioned are an irrigation project and a water supply and sanitation project, none of which seems to have supported water resources management. Also, the infobox mentions a large area of wetlands protected under the Ramsar convention, but the article itself does not elaborate on it. The lead section could be improved by providing a succinct summary of key issues; currently it is too focused on water resources data. Finally, there are no sumaries at the beginning of each section before jumping in the sub-sections.
