The method of gaining venous access during intravenous regional anesthesia (IVRA) is sometimes called "venous cutdown", it is an extremely similar procedure with a very different context. It is a routine part of surgery, not an emergency procedure, and there is usually no cannula left in place after the anesthetic cocktail is instilled into the vein. Sometimes the terminology is that "the vein is dissected", and it is not termed a cutdown.
