Primary topic or not edit

Just realised that my moving of Transport for Wales to Transport for Wales (government agency) may have been a bit controversial, having been previously done and then reverted. While the government agency is arguably the primary topic by being the parent of Transport for Wales Rail, in terms of articles linking doesn't appear to be; 250 vs 750 for the railway article.

In going through and updating the link, I came across quite a few pointing to the agency that should have been for the railway operator. While hatnotes are in place, they seemingly don't always have the desired effect. Hopefully by being flagged as a disambiguation page, this won't be an issue going forward. If anybody feels differently, am quite happy to go through the WP:RM process, but I can't move it back and can't really kick of an RM if I want to retain the status quo. – Three accounts (suspected to be sockpuppets at Wikipedia:Sockpuppet investigations/Bx16) claimed that there is no primary topic, but this requires discussion.
