Moore was born December 20, 1978 in Lexington, Kentucky, and was raised in the small town of Cynthiana. His single mother raised him and his younger brother with a good deal of help from her parents, and his love of drawing was nurtured from a very early age.

Tony was an eager young student, and in elementary school, was enrolled into the Gifted Program. He competed in the Governor's Cup science competition at the state level in middle school. In the summer of 1996, coming into his senior year in high school, Moore was selected to attend The Governor's School for the Arts as a visual artist.

In 7th grade History class, Moore met Robert Kirkman, who would later become a long-time partner in creating comics. Together, Moore and Kirkman launched the Funk-O-Tron small press publishing label in 2000, and its flagship title, Battle Pope.
