It is a page detailing an urban legend, I have cited two book sources, in which the legend is discussed, as well as an external site, in which the legend is discussed. I have cited my sources, and so it cannot be considered a hoax. There are many such pages on Wikipedia, detailing other folkloric characters, and, as with them, I have provided evidence in the article.
