Isoelectronic substances edit

In the article, it says:

How can lead tetraiodide, presumably a compound with neutral charge, be isoelectronic with an anion of single valence, tetraiodothallate (TlI
4
), and with a divalent anion, tetraiodomercurate (HgI2−
4
) ?
