In regards to the comment that Teddy Bridges could not have served 16 years. He could have.

California passed Proposition 140 in 1990, limiting statewide office holders to two terms. However, it wouldn't have limited Teddy prior to 1990, right?

California elects its Governors opposite the Presidential 4 year cycle.

Assuming close to 'real time' for the show, we can work it back.

2001 - 2005 President of the United States 1997 - 2001 Vice-President of the United States 1979 - 1995 Governor of California

The math is easiest if you assume that he ended his governorship in 1995, ran for and was elected Vice-President in 1996, and then served his four years.

1979 - 1991 elected to three four-year terms as Governor of California. 1991 - 1995 elected to final four-year term as Governor of California and term-limited out.

If Bridged has been born in 1958, in 1979 he was just 20/21 year old - too young to be eglible to serve as Governor

Also in episode 1 this was cleary show, that he died in hospital, not in White House
