I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Oppose. As Estar8806 stated, we don't use "City, Canada". Instead we use "City, Province". Many examples abound - here's one: Nepean, Ontario. PKT(alk) 16:45, 27 August 2023 (UTC)

• Oppose for the same reason we don't use Chelmsford, United States, (though states are very common per USPLACE) Haverhill, England or Wivenhoe, Australia as we have a country specific per WP:PLACEDAB.
