Total number of UK ministries/cabinets

Is the Second Cameron ministry really the 91st ministry of the United Kingdom since 1707? The First, Second and Third Thatcher ministries are seen as the 85th, 86th, and 87th ministries/cabinets of the United Kingdom since 1707. But the Major ministry is also seen as the 87th ministry, followed by the Blair ministry as the 88th, the Brown ministry as the 89th, and the First Cameron ministry as the 90th. But surely after the Third Thatcher ministry (the 87th ministry/cabinet), the First Major ministry should have been the 88th, and after the 1992 General Election the Second Major ministry as the 89th. Followed by the Blair ministry as the 90th, 91st, and 92nd, and the Brown ministry as the 93rd. Which would then mean the First Cameron ministry was the 94th and the Second Cameron ministry is the 95th. HLE (talk) 19:02, 8 May 2015 (UTC)

Boris Johnson

Should we include Boris Johnson on the list? It states on this BBC Article that he will be attending some limited number of cabinet meetings.

It should probably be noted that the current Secretary of State for Wales (Alun Cairns)is not a member of the Privy Council, yet the template states that he is.
