There is no hard-and-fast distinction between policemen and soldiers. After Napoleon, many countries set up armed forces under military discipline for the purpose of terrorising people within their borders: such as the Gendarmerie, Carabinieri and KGB. Others have army-like police: e.g. the USA and sundry Latin American death squads. Al-Tubaigy's publicly-known work in forensic science and mobile autopsies is more in the police than the military field.
