Some sources are blending Survey and Question steps into one, but this is not according to the Effective Study book, page 28. This source says that the Question step is during the Survey step, where you come up with questions to look for while looking over the whole chapter. Whereas in Effective Study, he suggests to do this for each passage. So Survey whole chapter, then on first passage Question, Read, Recite, repeat for each passage, then Review at end of chapter.
