All Things considered signature music edit

I take away from the article that Dolan composed the music for Murder, He Says (1945). To me there seems to be a strong similarity to the musical theme used by the National Public Radio (NPR) program entitled All Things Considered (ATC). While not trying to take anything away from NPR or ATC, I have not received any response so far from NPR after asking about the resemblance.

Can anybody here shed light on this music? Is the movie music completely original or was it derived from some previous work?
