As far as I can tell, the first sentence of this article is not quite correct. The series of reports that monitors the progress of implementing the 2005 Convention is called the 2005 Convention Global reports (See the right sidebar of the official UNESCO page). The first two in the series were called Re|Shaping Cultural Policies but that branding was dropped from later reports. I'm not even sure the report series has separate notability from the Convention on the Protection and Promotion of the Diversity of Cultural Expressions but there needs to be at the very least some article re-structuring. Having spent more time with this and related articles, I have come to the conclusion that this should not be a Wikipedia article of its own. The subject (the first two reports in a series of global reports published by UNESCO) is not notable: almost all the citations in the present version of the article are to the reports themselves or to related UNESCO publications, and the few third-party citations provide context rather than talking about the reports themselves. A wiki for summaries of government or international documents would be a useful site, but Wikipedia is not that wiki. About the current content of the article:

  • The reports were created because of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions and it makes much more sense for the reader if they hear about the reports in the context of that convention.
  • Three large paragraphs of the present article are a summary of Convention on the Protection and Promotion of the Diversity of Cultural Expressions, and so are redundant if this article is merged into that one. I've created a section about the reports in the article about the convention.
  • The meat of the present article is a summary of the content of one of the global reports (albeit with some problematic grammar); I've decided this content belongs in the Cultural diversity article because it explains what factors promote or limit cultural diversity. I've copied and adapted that section of the article.
  • There's more text about the context and purpose of the global reports, but this is the sort of thing that belongs on UNESCO's web site, not on Wikipedia.

So I think it's clear this article no longer serves a purpose. I'm going to be bold and turn it into a redirect to the article on the convention; if anyone wants a proper deletion discussion, they are of course welcome to revert my edit. MartinPoulter (talk) 13:40, 22 May 2023 (UTC)Reply
