Maybe I'm just dense, but this article seems to be very confusing. In a publication or website that specializes in regulatory affairs, this might be appropriate, but here it's just a bunch of jargon. Any way to convert this to plain English? I suspect the subject is notable, but darned if I could verify it on my own. - Realkyhick (Talk to me) 09:00, 16 September 2009 (UTC)
