Image:RefZhurnal.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Title of article spelled wrong edit

The correct transliteration is Referativnyi Zhurnal) (Russian: "Реферати́вный журна́л). It's spelled like this on the Inet except for this Wikipedia article and other websites that have quoted this article. Thus Ive added (or Referativnyi Zhurnal) at the start. I propose changing the name. There is now a redirect from the correct name, but I think it should be the other way around. David S. Wiki-Project changes edit

This article belongs to Project Soviet Union since the RZh (РЖ) were created in the USSR and declined in content and use after it's fall. So I added it. But I removed {{WikiProject Academic Journals since these are abstracts of the contents of both academic and non-academicy journals.David S. Lawyer 05:58, 25 July 2016 (UTC)

What is the current status of RZh (РЖ)? edit

I've checked a couple of major research libraries that used to subscribe to various PZh and none of them currently do, nor do they have on-line access. I looked up on the Inet on how to get on-line access and it says that you have to negotiate with VINITI. Has any organization in the US done this? The VINITI website contains a lot of hype about how great they are doing with no mention of any decline. So the sources one should look for are VINITI user feedback and criticism (in Russian) which they don't seem to publish. However, such critical comments might be found in blogs, etc. of individual Russians that once used RZh. I once subscribed to the RZh on Railroad Transportation and found it far superior in coverage to anything in English, but also found it very hard to look up articles by subject. This problem could have been solved with a good online search engine. The interface used today is claimed to be "Falcon", supposedly from Windows 95 but it doesn't seem to be related to Windows 95. So I'm wondering: What organizations in the West (if any) have access to their data base and how useful is it?
