As for the diacritic, subject was an American, born in Nevada, whose name was not rendered with a diacritic, as confirmed by his album covers and entries at AllMusic and Apple Music. Since Ralph Pena currently redirects to the two-man Ralph Peña disambiguation page, the dab page can be deleted and a hatnote atop Ralph Pena can point to Ralph B. Peña, who was born in Manila and does use a diacritic, while a hatnote atop Ralph B. Peña can likewise point to Ralph Pena. A nomination which resulted in the move of Ralph PeñaRalph B.
