I have a different understanding of the plot. I think Margo is in control from the point where she emerges during Dr Waldheim's interrogation. She goes to Dr Nix's motel to rescue the children and kill Dr Nix, being the only personality with a motive to do so. Neither Carter nor Cain are involved from this point.
