I rewrote the lead section and other text to reduce the confusion in the description of the 4R Act. Added background on the 3R Act and described other provisions of the 4R Act. More editing & expansion is needed; the Initial Reaction section only discusses the regulatory reform aspects. Style is somewhat term paper-ish, could be more encyclopedic.
