Copypaste/copyvio and irrelevant material edit

An anonymous editor pasted a huge chunk here. It is most likely a copyright violation. I have removed the sections. I have also removed quite a bit of material was about the district, not the city. This included unsourced material about rivers in the district and about the history of the district.
