Is this the same as "variable costs" (vs. fixed costs)?

Some unanswered questions after reading this article on Feb 1st, 2009: It seems that quasi rents as compared to normal rents involves an issue of short term versus long term unit of analysis. Can someone elaborate on this? Maybe this relates to the difference between absolute value and marginal value. In a lot of articles the concepts of "rent" and "value" are used interchangeably.
