The page has been moved. There was no debate because the nominator did not make a space for it, but having Popular Action redirect to Popular Action (Peru) did not make sense. I did not delete Popular Action (Peru). It is a useless redirect, as far as a search term, but many pages link to it and I don't want to change all of them manually right now.
