I am not sure I understand this:

"From 1875 the London and North Western Railway used the line from Shrewsbury to Newport Mill Street."

The Caerleon line ran to Maindee and gave the LNWR access to Newport High Street, the present Newport station. There was no route from the PC&N to Mill Street.

And ...

"The 9¾ miles of railway passed to the Great Western Railway on 13 July 1876."

But it was promoted and built by the GWR from the outset.
