Contradiction regarding Venezuela

Source #24 (refname=nc) writes "Venezuela has promised to replace them free of charge;" but on 2012-01-08 IP 186.93.217.226 (CANTV Servicios, Venezuela) edited that to "promised to remove them free of charge". Which statement is correct?, sources? Electron9 (talk) 16:00, 8 January 2012 (UTC)

Translated to english it reads :"To replace an implant, in most cases leads to greater risks than keeping one that is not [currently] causing any trouble.". Quotes
