the table "voter registration statistics, 2013" is horribly misleading edit

the second column contains apples and oranges

the `Registered voters` second column (62.4%) is registered voters / total population

the `Democratic` second columns (55.6%) is registered democrats / registered voters

the column is dreadful and should be corrected
