Final paragraph is confusing edit

I've reread the final paragraph (In Yes, Prime Minister ...) multiple times, and still cannot make sense of it. I'm not exactly sure why this is, maybe it uses too much UK-politics specific jargon?

I'm reasonably sure (reasonably) that I saw or read the politician's syllogism prior to 1988 in an article or book. I want to say it was William F. Buckley or perhaps Louis Rukeyser, but I was reading a lot of books and a lot of articles in National Review in the 1980s, so I can't say for sure.
