Fair use rationale for Image:Plan of action.jpg edit

 

Image:Plan of action.jpg is being used on this article. I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in this Wikipedia article constitutes fair use. Plan of Action as subcategory in Economy and more specifically Business Plan edit

In Economy, more specifically business planning, a Plan of Action is number of actions that are clearly documented and come forth out of the Mission Statement and Strategical Plan of an organization.
