March 2009 clean-up edit

If you are one of the original editors of this page you may be surprised to see how much it has changed. This is simply to help improve the quality of the article and is not a criticism. The main changes:

  • Re-ordering and rewriting—so the article moves more smoothly from the general to the particular.
  • Adding citations, references and links to other wikipeia pages—to enhance verifiability and ease of navigation.
  • Removing unencyclopedic material (e.g. contact details and lists of former editorial board members)—to make the page lighter and more attractive to read, like the Yale Journal of International Law article.

I hope this is helpful but you can undo the changes if you wish. You can review the full extent of changes using this "diff". The amount of red ink is a little misleading because of the effect of changing the order of paragraphs.
