Benzoylecgonine also an active metabolite? edit

The tropane alkaloid article lists benzoylecgonine alongside cocaine as a stimulant. Whereas norcocaine is listed in the cocaine article as a 'minor' metabolite and benzoylecgonine as a major (more important?) one, why would the sole "active" metabolite be minor?
