Damaged 25% of Dublin - or 25% of a quarter of Dublin? edit

Came here to read more because Wiki's mainpage On this day says the storm "swept across Ireland ... damaging or destroying more than 20% of the houses in Dublin", which is a HUGE toll. But then found an inconsistency here. The article's "Meteorological situation" section says similarly that "Between a fifth and a quarter of all houses in Dublin suffered damage ranging from broken windows to complete destruction", but the article Intro says something quite different - it says "20% to 25% of houses in north Dublin were damaged or destroyed". NORTH Dublin is (geographically) only one quarter of the city, so "20% damaged" in the north quarter equates to only "5% damaged" in terms of the whole city. I hate to sound picky, but either the Intro fact-description is incorrect, or else the Meteo-section (and Wiki's On-This-Day") fact-description is incorrect. I suspect it's the latter, with someone dropping the word "north" for greater space or greater effect, without realising the consequences.
