I rated this case as top importance for three main reasons: 1) the case is central to understanding the progression of federalism in the United States; 2) it is mentioned in virtually every public personnel class, administrative law class, intergovernmental relations class, and most constitutional law classes; 3) the case was argued by Robert Bork vs Rhyne (a former President of the ABA) and Calvin L.
