Population data edit

I have modified the data for each county based off of the July 2018 data at census.gov, the most recent data. I have left the entire metro estimate alone for now, yet I still suspect that it is incorrect. I don't know if another county has been added to the metro area since the 2010 census or not. If so, that could be the explanation. However, a few of the 2018 county populations were inconsistent with the 2018 census estimates, and I have corrected them.
