Problem in tax calculation in Québec

Everywhere except in Québec, the minimum tax seems to be calculated as the excise tax plus the sales tax on the excise tax. So if the excise tax is 20 cents per liter and the sales tax is 5%, the minimum tax is 21 cents per liter. But in Québec, god knows how the calculation was made, because we have 30,2 cents per liter as total excise tax and 14,975% as sales tax... but the minimum tax is currently calculated as 46,5 cents per liter instead of 34,72 cents per liter. "Average" seems inaccurate

The math doesn't seem to work out, the total taxes total to 506.87 for all the provinces. Divided by 13 it's 38.99 cents a litre. How did they get that much lower average!? Crazy! ( SailingOn (talk) 20:10, 27 November 2017 (UTC) )
