The world is larger than the US

The first line of this article is very specific to a single country representing only a small fraction of the world, yet almost all countries in the world have parliaments. Worse yet, it does not even mention that it is specific to that country. Therefore, I have added the {{globalize}} tag. --Gerrit ^CUTEDH 08:41, 20 March 2019 (UTC)

I made some edits, and deliberately listed some other procedural authorities. References and metions were already included for multiple non-US legislative bodies. Being as motions in parliamentary procedure are a very basic concept overall, and fundamental to parliamentary procedure worldwide, I don't think we need to go into specifics of definitions of "motion" from each set of rules of order.
