  1. Since we have no article on food aid, you will need to explain the basic concept in a sentence or two, probably mentioning both the humanitarian and the political advantages/disadvantages of giving food, rather than giving money directly.
  2. The basic concept of this particular variant is not clear to me from the introduction, & becomes clear only in reading the article: the US ships the physical food, but who sells it? Who gets the money it brings? Does the US sell it on the local market, or does the US give it to the local government who sells it on the local market, or what? You need a way to express this in a single fairly short sentence.
  3. We try to provide information, not political debate, and an advantages/disadvantages organization is not really the best, except as a summary. The usual way to to do it is for the main body of the article to present specific examples.
  4. This articles is about US aid, not development aid in general. there are particular US domestic factors why food is shipped, involving both the production and the shipping.
  5. The references should provide the bibliographic information AND give the link, rather than relying on people following the link and seeing the bibliographic information. Ref 1, for example should therefore be adjusted to say somewhere "Study prepared under the auspices of the Global Agricultural Development Initiative, Catherine Bertini and Dan Glickman, co-chairs. Policy Development Study Series" and also ". Chicago: The Chicago Council on Global Affairs, Dec. 2009"
