I changed the phrase about "minor Vatican tribunal" because it is technically incorrect and reflects bias. Although this is the way that most media are characterizing things, as a demotion, this was actually a promotion. While the new position is less important in the politics of the world it is very important in the day to day running of the Church. Was he given this promotion as a way of moving him away from his current position or making it available for a new appointee? Who knows. But to claim that we can read such things into the action is not appropriate for an encyclopedia. In all measurable ways, the man was promoted. He now has rights and privileges that he did not have before. When a priest hears a very serious sin in confession, he has to immediately report this to the Apostolic Penitentiary and wait for official word that the excommunication is lifted.
