If it is a Belgian, then his name must be written Van Schelle and not van Schelle. The names who start by "Van" (~from) are always written with an uppercase letter in Flanders (the Dutch speaking part of Belgium; his name is flemish). This is in contrast to the Netherlands (they speak dutch like the Flemish), where names are often written van.
