hot-tubber incident edit

I have a hard time believing that the quote/letter attributed to President Bush here is accurate, or that it isn't, at the very least, taken out of context. It would be nice to have a link to the actual letter, rather than the quote taken from the Guardian. The Guardian, as an alternatively weekly newspaper, is probably known for irreverent writing and would have no reason not to use a quote out of context, for comedic effect or what-not. 'hot-tubber incident': history? edit

People's feelings about its existence aside, I have a hard time believing that it belongs as a sub-heading of History. There has to be a better heading to put it under.
