Population edit

Is it possible Maffra is losing people? We say it had 4,149 people as at 2006, but in the infobox it’s only 3,813 as at 2009. Yet each figure comes from the same source, the 2006 Census stats, which would not know 3 years in advance what the 2009 population was going to be.
