Video/film speed edit

I just made a few changes, and wanted to detail them here. The article previously seemed to indicate that 29.97 drop and 30 non-drop were supported by MTC, but that 29.97 non-drop and 30 drop were not; I changed the framerate discussion to clarify this. I also added a bit about full-frame messages, which had not been mentioned. (I also reverted a change to restore "a SMPTE", as "SMPTE" is almost universally pronounced "simpty".
